Neo-Dallas

Neo-Dallas is a small city built upon the ruins of old Dallas.  It serves as an economic capital (the government is set up in Lone Star itself) for the state.  If there is something that can be purchased you can find it there, whether it's legal or not.  This is the head quarters for the Black Market of all the Coalition.  However it is also where their security is the tightest.  To take advantage of the Neo-Dallas Black Market you have to have a contact on the inside and this is far from an easy thing.
